international woman's day. it's a day that celebrates women's achievements and also marks a call for action to help promote gender equality. kron4's maureen kelly was with san francisco's mayor - as she addressed an all girl's grade school.. the purpose of today is to have hope, to realize times of changed are changing for the better and to be motivated to push forward to change ourselves upper classmen started the international's woman's day assembly at a private all girl's k-8 school in sea cliff. reminding their classmates that the world can be a tough place for women. in saudi arabia women cannot go outside without a male guardian. in malta manner allowed to kidnap a woman if he has the intent to marry her a seventh grader hoping to break in music shared her research on pay inequity in that industry. on average women made $20,000 less than men another reminded the audience of far women have come in this country.150 years ago people thought it was improper for women to give a speech well look where i am now when mayor london breed

with the deadly stabbing on a bart platform-- remains unsolved. 28-year-old john lee cowell is accused of killing 18-year-old nia wilson at the macarthur bart station back in july. a judge suspended the legal proceedings-- saying there is substantial evidence cowell is mentally incompetent to stand trial. in a hearing today-- one doctor supported that claim. but another doctor said he was not able to conclude cowell's mental competency. next week, a judge will decide if he will appoint a third psychiatrist to examine cowell. (grant) a deadly bike crash this morning in san francisco is leading to more calls to improve bicycle and pedestrian safety... a cyclist died in a crash involving a truck in the area of sixth and howard streets. a viewer shared this video from the scene. police haven't released the identity of the victim. they're still investigating what happened. city leaders - including mayor london breed - saymore must be done to improve safety. supervisor matt haney - who represents the soma area - tweeted today that it's "infuriating that we haven't done more to make our streets safer for cyclists and pedestrians on howard and throughout the city.' he added...' i fully support the bike coalition's demand for protected bike lanes in this corridor--and other high injury networks in district 6-- immediately." (grant) it's not unusual to it's not unusual to find r-vs parked on the side of the road in san jose ...now - the city thinks it's getting out of hand and wants to do something about it. there's a proposed ordinance to create safe parking areas -- at churches and service organizations -- where people can park and sleep overnight. housing department"the goal is to take vulnerable people who are in need ... whether it's a family sleeping in their vehicle or an adult in an rv to bring them into a safe place."san jose is working on a safe parking ordinance -- hoping city council will soon vote to approve this plan to allow people to park their cars and rvs in parking lots across the city.ragan henninger, san jose housing department"i think right now if you are living in your rv or vehicle, it is very challenging from being able to find a safe place to leave your vehicle over night to just trying to get your basic needs."the city says businesses will take on the expense -- provide bathrooms, security, water and trash disposal -- and give the homeless from 7 at night to 10 in the morning to park.if a business is interested in allowing people to park in their lots -- all they have to do is register with the city. the idea -- of course -- is to take the rvs off residential streets -- and into designated areas -- and to provide services to the thousands of homeless in need in the city.

all goes well gbas could be up and and running in 2020...at sfo haaziq madyun kron4news (grant) the house has passed its first major piece of legislation since democrats took the majority earlier this year ...... but it appears the bill will be stuck in limbo. house lawmakers voted to pass legislation aimed at addressing government corruption, election integrity, and campaign finance. supporters of the measure, the "for the people act", say it will enact wide- ranging ethics reforms and expand voting rights. it would also require u-s presidents, vice presidents, and presidential nominees to disclose their tax returns. that's likely a poke at president trump, who has famously refused to release his returns. the bill now

goes to the senate, where republican majority leader mitch mcconnell says it will not be considered. (vicki) critics are slamming the sentence given to former trump campaign chairman paul manafort in virginia.the judge gave him just 47 months in prison --15 years less than the suggested minimum.(grant) those lambasting the sentence as too light include democratic presidential hopeful senator kamala harris - who weighed in friday. but as sara murray reports, manafort could get much more time at his sentencing for separate charges next week in d-c. critics say paul manafort got off easy, but next week he'll come face to face with another judge who may take a harsher view of manafort's crimes.krishnamoorthi: "i am surprised at this sentence." judge amy berman jackson is set to sentence manafort for conspiracy and witness tampering - crimes that carry a maximum sentence of 10 years. in deciding whether to impose the maximum sentence, jackson could also weigh the fact that manafort continued to commit crimes even after he was arrested and later lied to

(nats---)63 highway patrol cadets officially became law enforcement officers friday. a handshake from the governor sealed their graduation. "the sense of optimism about the future and public service, it's a wonderful thing. i encourage folks to think about that when we think about law enforcement and the incredible heroism and sacrifice these people make every single day and i think that needs to be recognized." the governor's show of support comes after a week full of protests and marches against current laws surrounding police use of force and state officials deciding to not prosecute the officers who killed stephon clark. some mixed numbers on the jobs report.(vicki) the labor department says the u-s economy added 20-thousand jobs in february. and while that sounds good on paper, economists were predicting the hike would be 180-thousand.one analyst blames the blip on the winter weather. in fact, the labor department says 390- thousand people reported being unable to get to work due to weather. meanwhile, the unemployment rate fell to three-point-eight percent last month.the labor department says furloughed employees returning to the job after the partial government shutdown may have played a role in the decline. ceremony is at noon saturday at veterans memorial park in yountville. all are welcome. if you cannot go and want to watch....we will be streaming it live on our new kronon app. (vicki) it has now been three weeks since five people were shot and killed at the henry pratt factory in aurora, illinois... today one of the survivors is suing the illinois state police department because of the shooting. alexis mcadams has the details. it's been three weeks since five people were shot and killed at the henry pratt factory in aurora.friday, one of the survivors, timothy williams, is suing the illinois state police because of the shooting.he claims it's the state police department is at fault for allowing the shooter to buy a gun.williams was shot three times during the aurora mass shooting and is now suing illinois state police for $2-million, claiming the gunman would have never had a weapon if state police did their job correctly. in a lawsuit filed friday morning, williams, who worked as a union steward at henry pratt manufacturing, said illinois state police conducted inadequate gunman, gary martin, which

allowed him to buy a gun.the legal team said state police missed martin's violent criminal history when the department issued him a firearms owners id card - or a foid card.officials said martin used that gun to shoot shot and kill five people and injure six others during the aurora mass shooting last month.according to court documents, martin had a long criminal history, including a felony conviction for beating his girlfriend with a baseball bat and then stabbing her with a kitchen knife.although martin's conviction was discovered when he later applied for a concealed carry license, the lawsuit claims state police did not do enough to retrieve the gun was discovered in 2014."the state police have claimed they revoked the foid card and weapons but the file they produced does not say that," attorney david rapoport said. video -- which was shot march first -- shows an african- american man with a bucket and a long item in the front yard of a townhouse complex. it shows what appears to be a confrontation between the man and first one -- then several -- police officers. the person filming says repeatedly that the man lives there and is picking up trash.the video shows the man and the officers yelling at each other ends with all the officers walking away. during a boulder city council meeting tuesday evening, the city's police chief insisted the officers had not drawn their guns drawn. he said body camera footage indicated that only one officer had a handgun out and it was pointed at the ground. the police chief said the officer at the center of the incident has been placed on administrative leave.
